Half Price Parking for Bluebird Market on Tuesdays

Dover District Council are pleased to announce that on one day per week (Tuesdays, to coincide with the Bluebird market) we will be offering half priced parking in Russell Street car park only.

The following rates will be charged on Tuesday’s only from 9am to 6pm.

  • 50p per hour (up to a maximum of 5 hours parking) or
  • £3.75 (daily rate for parking between 5 and 9 hours)

Minimum payment:    50p (1 hour) Maximum payment: £3.75 (between 5 and 9 hours)

The council is a member of the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee.  The Joint Committee publishes an Annual Statement of Accounts which can be found on the Patrol website.

Regulation 10 Penalty Charge Notices

Under the Traffic Management Act 2004 Dover District Council is now (from Monday 21 January 2013) issuing Regulation 10 Penalty Charge Notices. A regulation 10 PCN is served through the post to the person who is the current keeper/owner/hirer of the vehicle.

Currently, for this authority there are only 2 circumstances when a PCN can be served as a regulation 10 PCN.  These are on the following grounds:

  • Prevented From Issue (PFI): A PCN may be served by post if the CEO attempts to serve it by affixing it to the vehicle or giving it to the person in charge of the vehicle but is prevented from doing so by the driver or any other person.  This includes situations where the person who appears to be in charge of the vehicle is abusive or prevents service indirectly through intimidation or threats or actual physical force. OR
  • Vehicle Drive-away (VDA): A PCN may also be served by post if the CEO has begun to issue the PCN and has input data on the handheld device but the vehicle was driven away from the place in which it was parked before the CEO had finished issuing the PCN or been able to serve it.
