Road Improvements in Dover



A20 Resurfacing Works

Highways Agency

What is happening?

The Highways Agency is going to replace the existing road surface on both carriageways and on all five roundabouts on the A20 in Dover from the Western Heights Roundabout (Aycliff Roundabout) to the Eastern Docks Roundabout.

The work will be undertaken in thirteen sections (ten phases as some are combined) using five different diversion routes as shown on the map on the centre pages of this newsletter.

When will the works take place?

The works will begin on Monday 3rd March and will take between 12 and 15 weeks to complete.

The works will be stopped for

  • Easter (from midday on 20th March until midday on 25th March),
  • all Bank Holidays (from midday on 1st May until midday on 6th May,
  • Midday on 22nd May until midday on 27th May
  • During the Dover Maritime Festival (from midday on 27th March until midday on 31st March).

Why are The Highways Agency doing the works?

  • To improve the safety of the A20
    The Highways Agency are replacing the road surface to improve the overall safety of the A20 for all road users. This will include providing greater skid resistance, removing the existing ruts in the road and replacing the existing line markings to increase their visibility.
  • To reduce noise
    The Highways Agency will be replacing the existing road surface with low noise material, which will help reduce the level of noise for all road users and those living nearby.
  • To help avoid future disruption
    During the works, the existing road will be strengthened to increase its lifespan and the manhole covers will be replaced to reduce possible future disruption.

How will the works be carried out?

Excluding the roundabouts, each of the phases will require single lane closures during the day. During these daytime closures, The Highways Agency will be removing the old road surface ready for the new surface to be laid overnight.

Between 20.00 and 05.00, The Highways Agency will close one direction of traffic when resurfacing between the roundabouts but will have to completely close the road in both directions when working on the roundabouts themselves.

During these works, traffic on the approach to Western Heights Roundabout will be subject to a 50mph speed limit. All diversions will be signed and recovery vehicles will be available whilst these routes are in operation.

The noisier works will be complete by 23.00 each night.

Working with Kent Police and the Highways Agency Traffic Officer Service, Kenty Highways will closely monitor the roadworks and the approaches to the roadworks to assess traffic flow and ensure all diversions, traffic cones and signs are operating correctly.

All emergency services operating blue lights will be given access through the works.

What are the diversion routes?

Five different diversion routes will be used throughout the works as shown on the map. These routes will only be used at night when the A20 is closed in one, or both directions.

Kenty Highways have worked closely with Dover Harbour Board to ensure that access to the port will be available at all times.

How will The Highways Agency help drivers with their journey to Dover?

  • Real Time Journey Information
    The Highways Agency will be using the latest technological traffic information system to help keep the traffic from Kent’s motorways moving smoothly. They will use Automatic Number Plate Recognition (ANPR) cameras to monitor actual journey times on the M20 and the A2/M2 through to Dover.

The data from these cameras will be used to display information on mobile road signs that will detail the expected time it will take to drive to Dover using the M20 and the A2/M2, thereby allowing drivers to choose their route.

This information will be updated every 4 minutes.

Signage

Signage advising of the closures will be available in English, German, French and Polish to ensure freight drivers are informed of the works and all diversions will be signed.

Will local residents and businesses be affected by the works?

Access for residents and businesses will be maintained along the extent of the works wherever possible and safe to do so. However, it will be necessary to close some local roads at night when the A20 resurfacing takes
place at the junctions with these local roads. Kenty Highways will ensure local residents that will be affected are advised about the exact dates and timings prior to these road closures.

There will be some overnight parking restrictions at narrow points on Folkestone Road to protect vehicles during diversions C and D (as shown on the map in the newsletter).

Will Operation Stack affect the works?

Kent Higways will be working closely with Kent Police to identify when Operation Stack is likely to be implemented and if likely, works will be suspended as soon as safe to do so. Depending on the stage of works it may be necessary to maintain lane or road closures, however Kenty Highways will do everything possible to open lanes as soon as they can.

How will the weather affect the works?

Poor weather conditions could result in the works being suspended, which could result in the works taking longer to complete. Dover Town Investment Zone Kenty Highways will endeavour to work with Dover District Council to accommodate future projects on the A20 for the Dover Town Investment Zone.

New Eastern Docks to A20 Slip Road

Port of Dover

What is happening?

Dover Harbour Board is building a new slip road from the Eastern Docks onto Townwall Street (A20). This road will come out of the docks on the seaward side of Jubilee Way (A2), by pass the existing ‘Dock Exit’ roundabout, still on the seaward side, and merge with Townwall Street.

A new sea wall will be built and the existing promenade will be re-instated a bit further out to sea. The new slip road will be built from the level of the Eastern Docks to the level of Townwall Street, running between the new promenade and the existing road.

Why are the works being undertaken?

To help reduce congestion for local traffic from the A20 Jubilee Way onto the A2 and within the docks.

By allowing A20 bound freight traffic to leave the port via the new slip road, this traffic will no longer need to use the Eastern Docks roundabout. There may be a short to medium term need for A20 bound tourist traffic to continue to use the roundabout due to unrelated works inside the port.The existing slip road will continue to provide access to Jubilee Way (A2). The new slip road will therefore reduce the pressure on the roundabout by easing traffic flows for port and local traffic.

When will the works take place?

The works are planned to start in March 2008 within the Docks and continue until early Spring 2009.

How will the works be carried out?

The slip road will be built alongside the existing the carriageway and when complete will merge with the A20, therefore the works will only have a slight impact on road users and the local population when the two roads are joined.
