Open Public Services White Paper

  • David Cameron launched the long-awaited Open Public Services White Paper on 11 July 2011.
  • The Open Public Services White Paper sets out the government's vision for improving public services by encouraging innovation and giving individuals and communities more choice and control.
  • The government plans for public service modernisation are based on five principles:
  1. choice,
  2. decentralisation,
  3. diversity,
  4. fairness and
  5. accountability.
  • The aim of this White Paper is to set out the government’s programme for public services over the next few years.
  • The White Paper sets out a policy framework across public services. However, the Government recognises that it cannot all be achieved at once.
  • The White Paper will be followed over the summer by a wide-ranging discussion with individuals, communities, public sector staff, providers and others with an interest in how public services are delivered.
  • The Government wants to hear from the views of everyone working in and using public services about how it can turn its vision for high quality, efficient and modern public services into reality.
  • You can send your views to the Open Public Services website.
