The full Council Tax bill assumes that there are two or more adults (i.e. people aged 18 or over) living in a dwelling.
If there is no one living in a dwelling as their sole or main home, the bill can be reduced. A change in legislation allows local authorities, from 1 April 2004 to choose whether they wish to vary the discount from the standard 50% to a lower amount. The maximum 50% discount for furnished properties may be reduced to a minimum of 10% and unfurnished to 0%. Dover District Council decided not to implement the change from 1 April 2004 and both second/holiday homes and empty properties continue to receive the 50% discount for the 2004/2005 charge year.
The Council has decided to vary the discount from 1 April 2005.
For furnished second/holiday homes the discount will be 10%
For unfurnished properties the discount will be 0%.
There is an exception to this, which is for people who
are required to live elsewhere due to their work and this requirement
is specified in their contract of employment. For these the 50% discount
will apply.
