Disregards

PDF Format Prisoners (but not those detained for non payment of Council Tax or for default in paying a fine)
PDF Format The severely mentally impaired (must be in receipt of qualifying benefits)
PDF Format Persons who have reached 18 but in respect of whom child benefit is still payable
PDF Format 18 and 19 year olds who are at or have just left school
PDF Format Full time students, student nurses, apprentices and youth trainees
PDF Format Persons in residential care homes in England and Wales
PDF Format Careworkers working for low pay, usually for charities
PDF Format People caring for someone with a disability, who is not a spouse, partner or child under 18
PDF Format Members (and dependants) of International Headquarters and Defence Organisations
PDF Format Members of religious communities (essentially monks and nuns)
PDF Format Members and dependants of visiting forces
PDF Format Non-British spouses of students
PDF Format Diplomats (must not be British subjects)

Exemptions - Unoccupied Properties

PDF Format Property owned by a charity - exempt for up to 6 months
PDF Format Where the liable person is detained elsewhere (but not in prison for non payment of a fine or Council Tax)
PDF Format Where the liable person has their residence in and receives care in a hospital, residential care home or hostel (Class E) or is living somewhere else to receive care (Class I)
PDF Format Property which is left empty by someone who has moved in order to provide personal care to another person
PDF Format Property which is left empty by students
PDF Format Where occupation is forbidden by law
PDF Format Where the property is waiting to be occupied by a minister of religion
PDF Format Where a mortgagee is in possession under the mortgage
PDF Format A caravan pitch or boat mooring not occupied by a caravan or boat
PDF Format Property which is the responsibility of a bankrupt's trustees
PDF Format Property which forms an annex to an occupied building
PDF Format Where probate or letters of administration are yet to be granted (and for six months after) unless the property passes to a beneficiary or is sold

Exemptions - Occupied Property

PDF Format Property which is occupied only by students
PDF Format Property which is occupied solely by a person or persons under 18
PDF Format Property occupied solely by severely mentally impaired people
PDF Format Property occupied solely by a student and non - British spouse only
PDF Format Property occupied solely by a diplomat or member of an international organisation
PDF Format Property which forms an annex being the residence of a dependent relative
