Dover District Local Development Framework

UPDATE

The Government Office for the South East has recently approved a new timetable for preparing the Local Development Framework (LDF), called the Local Development Scheme (LDS). The LDF is a series of separate documents that together will shape the development of the whole district for the next 20 years. It has now been agreed that the LDF will comprise of the Core Strategy and a Site Allocations Document.

What are the main changes outlined in the new LDS?

  • Production of the Dover Area Action Plan and the General Policies Document has now ceased
  • The Core Strategy will now be used to allocate any land for development of a strategic nature and the remainder of the Action Plan’s proposals will be placed into the Site Allocations Document
  • The Core Strategy is expanded to include general policies
  • The Site Allocations Document will not be submitted until after the Inspector’s report on the Core Strategy has been received
  • A document is being prepared to establish District Council priorities for affordable housing, open space, education and community facilities. This is called the Development Contributions Supplementary Planning Document.

What are the next stages?

The Development Contributions SPD will be published at the same time as the Core Strategy and the Site Allocation Document Preferred Option Reports. These are now due to be published for public consultation in March 2008. There will be publicity about this at this time and a six-week period for comment. The preferred options will then be revised in light of these comments and published for submission to Government. Submission includes a further six-week period for public consultation. An independent Planning Inspector will then hold examinations into the documents and make any final changes.

A major transportation study has been undertaken as part of vital research work in the preparation of the LDF. The study will be used to develop a town-wide transport model that will demonstrate how people currently travel in Dover, and how any new development will impact upon travel behaviour, air quality and the performance of highway and public transport networks. Recommendations will be made on the transport improvements required to improve current accessibility levels in the town and accommodate growth.
