Local Air Quality Review and Assessment Detailed Assessment Report April 2007

Dover District Council's Air Quality Detailed Assessment (April 2007) has recently been completed and forwarded to Defra for appraisal. The report follows on from the Updating Screening Assessment (June 2006) which concluded that a Detailed Assessment was required for Nitrogen Dioxide from road traffic emissions on the A20 Limekiln St, south of the York St roundabout and the junction of High St/Ladywell.

The model results in the report show that the annual mean objective for NO2 is likely to be exceeded at the above two locations. Whilst the report concludes that at both sites there will be reductions on NO2 concentrations between 2006 and 2010, it recommends that Dover DC should consider declaration of AQMAs at both locations where exceedences are predicted at receptor locations.

Under Section 82 of the Environment Act 1995, the Council must declare an Air Quality Management Area where there is a likelihood that that the objectives set out in Air Quality Regulations 2000 will not be met. Section 83 (1) of the Act provides for the designation of the AQMA through the making of an official order.

The Council have now made the Orders to declare one new Air Quality Management Area (AQMA) for nitrogen dioxide at the junction of HighStreet/Ladywell in Dover as indicated on the shaded area of the map. This will be known as Dover District Council Air Quality Management Order 2007, High St/Ladywell, Dover. Additionally, an amendment to the Dover District Council Air Quality Management Area Order 2004 has been made, which will be known as the Dover District Council Air Quality Management Area Order 2004 (Amended 2007) A20 Trunk Road, Dover. This will increase the size of the original AQMA.
