Getting a home from the Council

Mutual Exchange Scheme

Existing tenants of councils and housing associations have a right to exchange homes with other council and housing association tenants.

This right applies to exchanges with other tenants in the Dover area as well as with tenants from outside the district.

There are certain restrictions on swapping homes in this way. For example the property you want to move to must be the right size for your family.

Council offices hold a list of tenants interested in exchanging their home with other tenants.
