Transferring Tenants

Applications from Council and Housing Association tenants to transfer to new homes in the district are assessed in the same way as applicants for the housing register are assessed.

Points are awarded as below

1. Property urgently required for major works or to release urgently needed vacancy. (By prior agreement when applicable to registered Social landlords)

2. Statutory overcrowding. Where a child over 10 years has to sleep in the same room as parents or where 2 children of opposite sex, one of whom is over 10, have to sleep in one bedroom. 30
3. Transfer applicants with more than 2 children sharing a bedroom - 10 points for each extra child (in addition to bedroom overcrowding points).
The deficiencies in 2 and 3 will be calculated with regard to the size of the bedrooms in accordance with the standards laid down in the statutory overcrowding provision of the Housing Act 1985.

4. Transfer from house to bedsit, flat, bungalow or 1 bed house. 50
5. Under-occupation per excess bedroom. 30
6. Bedroom overcrowding, for each extra bedroom needed. Based on the standard that no more than 2 males or 2 females should share a room, providing the age difference is less than 7 years. (occupants of bedsits requesting a 1 bed property will also qualify). 30
7. Medical point awarded by the Council’s Medical Adviser per application. Where necessary the Medical Adviser may require confirmation from health professionals. 10 MAXIMUM
8. Urgent medical/social reasons (at the Head of Housing’s discretion) Additional preference may be given in certain circumstances where people have a particular medical or social welfare need to move, supported by Police, Social Services or medical professional. 100 MAXIMUM

Transfer Incentive Scheme

In order to encourage tenants under-occupying accommodation, to move to smaller non-family housing, a grant of £1000 is offered to assist with removal costs and other expenses.


Tenants in Breach of their Tenancy Agreement

Tenants who are in breach of their tenancy agreement, eg. rent arrears, or condition of property, or unsocial behaviour, will only be considered when the situation is remedied.

Tenantys Adequately Housed

Tenants who are considered to be adequately housed under the Council’s Allocation Policy will not have any priority to move and registered as ‘no need’. Mutual Exchange Registers are held by the Council for tenants interested in exchanging their homes with other tenants.
