Complain about a landlord?

If your landlord is the council
If your landlord is the council, you can complain using our online complaints form.

If your landlord is a housing association service
All social landlords (except local councils) are members of the Independent Housing Ombudsman Scheme. All member landlords must have a formal procedure for dealing with complaints. You can get a copy of it from their offices. If you are refused a copy, or are told there isn't one, please contact the Independent Housing Ombudsman

Other Landlords
Some other landlords are members of the Independent Housing Scheme. If so, they must have a formal complaint procedure. Most large landlords will also have a formal complaint procedure.

The Independent Housing Ombudsman

The Independent Housing Ombudsman investigates complaints about the actions or omissions of certain landlords by their tenants and others who receive a direct service from them. Some landlords who are not social landlords are also members of the Scheme. But it does not include local councils: council tenants must complain to the Local Government Ombudsman.

Before complaining to the Ombudsman, you should have completed the final stage of your landlord's complaint procedure.
