General
There are nearly 400 licensing authorities
in England and Wales who are responsible for all aspects of
licensing under the Licensing Act 2003. Dover District Council is
appointed as the licensing authority for this district and is
responsible for setting the licensing
policy required under the Act. This policy must be
reviewed every 3 years however, in practice, its relevance is under
constant monitoring by elected members and the Licensing
Team.
The Licensing Act 2003 replaced a number of
different licensing regimes with a single simplified system.
The Act sets a number of activities that must be licensed:
Licences issued under the Act fall into three
areas:
The holding of “one off” events where a
licence is not in force may, provided certain criteria are
satisfied, be authorised by the giving of a Temporary Event Notice

fees in respect of
the Licensing Act 2003. Premises Licences and Club Premises
Certificate fees are based on the non-domestic rateable value of
the property.
The law with regard to children in
licensed premises has been changed to promote a more
family orientated atmosphere. This is dependent on the type of
premises and whether the primary trade is the sale of
alcohol.
