Acupuncture, Cosmetic Piercing, Electrolysis &
Tattooing
Any person wishing to carry out the practice
of acupuncture, or the business of tattooing, cosmetic piercing,
electrolysis, requires a licence from the Local Authority under the
Local Government (Miscellaneous Provisions) Act 1982 and the Local
Government Act 2003.
The Local Authority has adopted bylaws with
relation to the practice of acupuncture and the business of
tattooing, cosmetic piercing, and electrolysis.
Both the practitioner and the premises at which the activity is to
take place are required to be registered with the Local Authority.
Where a registered practitioner sometimes visits people to give
treatment, the premises where the treatment takes place is not
required to be registered provided the business operating centre is
so registered..
Where a practirioner moves business premises
it will be necessary to register the new premises with the local
authority unless the premises are already registered for this
purpose. The local authority would need to be told of
the changes to the premises registration notwithstanding existing
registration.
Individuals registered with the local
authority must inform the authority of any change of address.
Applications are to be accompanied by
the requisite fee and such particulars
as the Local Authority may reasonably require including:
(a)the premises where the applicant desires to practice; and
(b)any convictions for non-compliance with the bylaws.
An authorised officer of the local authority may enter at any
reasonable time any premises registered for the above purposes to
ensure that the conditions relating to health and safety and
cleanlines are being complied with. For these purposes the
Licensing Section will normally request and inspection by a duly
authorised Environmental Health Officer.
The Tattooing of Minors Act 1969 make's it an
offence to tattoo a person under they age of 18 years unless
it is perform by or under the supervision of a medical
practioner and for medical reasons.
