Overview
Dover District Council is the licensing authority under the
Licensing Act 2003 and Gambling Act 2005. It also administers a
number of other different licences and permits.
The licensing functions carried out by this authority are:
Licensing Act 2003 – including
alcohol, entertainment and late night refreshment
Gambling Act 2005 – including
betting, gaming, lotteries, gaming machines and amusement
arcades
Taxi licensing - including hackney
carriages and private hire vehicles, drivers and operators
Animal premises - including breeding
and boarding establishments, zoos, pet shops and dangerous wild
animal licences.
Sex Entertainment
Establishments - Including sex shops, sex cinemas,
and sexual entertainment venues (lap dancing pole dancing etc.)
Other licences - including scrap
metal dealers, street trading, street collections, house to house
collections, tattooists, acupuncturists, caravan sites, , street
furniture and pleasure boats.
What we don't licence - The
Licensing Team often get enquiries regarding other licences and
issues that are not issued by this authority. We have
provided links to the approriate pages to provide information on
the most frequent enquiries however the content of these sites is
beyond the control of Dover District Council.
Scheme of Officer Delegations
- Officers of the Council are granted delegated powers to
carry out certain functions without the need to take the matter to
a committee. These powers are listed in the scheme of officer
delegations under the Councils
Constitution. Delegated powers for the Licensing Manager
can be viewed under Section 6 of the constitution (page 94).

- To promote public safety and ensure compliance with the
appropriate legislative regime.
- To provide support and guidance to new and existing enterprises
allowing them to utilise the opportunities available to them
whilst complying with the law.
