Private Hire Vehicles

A private hire vehicle is a motor vehicle constructed or adapted to seat fewer than 9 passengers, other than a hackney carriage or public service vehicle or a London cab or tramcar, which is provided for hire with the services of a driver for the purposes of carrying passengers

 

Private hire vehicles must be licensed by the local authority and must display a numbered plate issued by the local authority on the front and rear of the vehicle

 

The local authority must license both the driver and operator of a private hire vehicle. The driver must wear the identification badge issued by the authority in a clear and readable position

 

A private hire vehicle may not use a rank or pick up passengers in the street unless previously booked to do so.

 

The local authority has no power to regulate the fares charged by a private hire operator. The hirer should agree a fare prior to using the service. If a private hire operator uses a taximeter they may not charge in excess of the published hackney carriage tariff.

 

Applications for driver, operator or vehicle licences must be made on the appropriate form and be accompanied by the relevant fee and accompanying documentation.
