Delivering Affordable Housing through the Planning System’ Supplementary Planning Document (SPD)

The Council has published ‘Delivering Affordable Housing through the Planning System’ Supplementary Planning Document (SPD). Its purposes are to alert developers and landowners as early as possible to the scale and need for affordable housing and inform that planning obligations will be sought to secure affordable housing in connection with residential schemes of 15 or more dwellings. The SPD will be applied across the district of Dover.

The guidelines for ‘Delivering Affordable Housing through the Planning System’ has now been adopted as a Supplementary Planning Document to Policy HS9 of the Dover District Local Plan (2002) on the 3rd September 2007. It was further recommended that the SPD should only apply to all planning applications received or validated after 2 January 2008.

The purposes of the SPD is to alert developers and landowners as early as possible to the scale and need for affordable housing and inform that planning obligations will be sought to secure affordable housing in connection with residential schemes. The SPD will be applied across the District.

Changes to National Guidance

Since preparing the SPD, Planning Policy Statement 3 ‘Housing’ (PPS3) has introduced a national indicative threshold of 15 dwellings for the circumstances when affordable housing will be required. This new threshold, which applies to planning decisions made after 1 April 2007, has been now been implemented by the District Council as the Government has stated that PPS advice can outweigh development plan policies.
