Draft South East Plan Examination in Public

EXAMINATION IN PUBLIC INTO THE DRAFT SOUTH EAST PLAN
PRELIMINARY LIST OF MATTERS AND PARTICIPANTS

The Secretary of State has appointed an independent Panel to conduct an Examination in Public of the Submission Draft of the Regional Spatial Strategy for the South East (also known as the Draft South East Plan). The Panel consists of Corinne Swain, OBE, MA(Cantab), MPhil, FRTPI as independent Chair, and Martin Shaw OBE, BA, DipTP, FRTPI, FIHT, FRSA and Mary Travers BA(Hons), DipTP, MRTPI, Members of the Planning Inspectorate. The Examination will commence on Tuesday 28 November 2006 at 10.00am at the H G Wells Centre, Woking. The Panel will report its findings and recommendations to the Secretary of State.

The public consultation period on the Draft Plan closed on Friday 23 June 2006. The Panel has examined and considered all the representations made and has now published a preliminary list of matters to be discussed at the Examination, a preliminary list of organisations or individuals to be invited to participate in these discussions (who will be contacted individually), and a proposed timetable. The Preliminary List of Matters and Participants can be viewed on the Examination website, www.eipsoutheast.co.uk, and is available to view during normal office hours at the South East of England Regional Assembly office in Guildford or at any of the Local Authorities in the South East region. Additionally it can be viewed by arrangement at the Examination’s Panel Secretariat office, together with copies of all the representations received (address and telephone number below).

Anyone wishing to comment on the Preliminary List of Matters and Participants (including representations to the effect that other matters should be discussed and/or that other persons/organisations should be invited) should do so in writing to:

Comments must arrive by no later than 5.00pm Thursday 28 September 2006.

Two Preliminary Meetings, explaining how the Examination will be conducted, will be held at the Town Hall, Reading at 10.00am Thursday 7 September and Tuesday 17 October 2006. New E-alert for Local Plan Review

A new service has now been set up which enables people to be notified every time a new document has been placed on the Local Plan Review website. Simply enter your name and E-mail address, tick Local Plan Review box and you will be automatically notified everytime a new document is put on the Local Plan Review Section of the website. Food and Drink Uses - changes

For many years, restaurants, public houses, hot food takeaways and other similar uses have been grouped together under the same Use Class (A3), so that changes of use from one to another did not need planning permission.

The Government has announced that, from 21 April 2005, this will change and there will be three new Use Classes, as follows:

A3 - Restaurants and Cafes (Sale of food and drink for consumption on the premises)

A4 - Drinking establishments (Public houses, wine bars, etc)

A5 - Hot food takeaways (Sale of hot food for consumption off the premises)

From that date, planning permission will be required for changes between these Use Classes (except from A4 or A5 to A3). It may also be needed for the introduction of a new use where it is not incidental to the main use (eg a restaurant introducing a hot food takeaway service).
