Regeneration Delivery is responsible for developing planning
policy and supporting economic development in the district
Local Development Framework
The Local Development Framework (LDF) is a set of documents
which guide planning and development in Dover District over a
twenty year period. The Core Strategy is the first document in
Dover’s Local Development Framework to be adopted. In the future,
the intention is that the LDF will replace all of the Local Plan
‘saved’ policies.
Adopted Core Strategy
This contains the Council’s overall ambitions and priorities for
the District and covers the period to 2026. The Core Strategy
contains a number of strategic allocations at Dover
Waterfront, Connaught Barracks, Mid Town and the managed expansion
of Whitfield which are crucial to the implementation of the
Strategy

This incorporates the saved Local Plan policies together with the
Core Strategy policies
Local Development Scheme
The Local Development Scheme sets out the timetable for the
production of the documents which will form part of the LDF. Please
note that this document is currently under review.
Supplementary Planning Documents
Supplementary Planning Documents are intended to expand on
policy or provide further details on LDF documents. Together with
the adopted SPDs there are a number of
documents which are being prepared:
- Affordable Housing Addendum
- Whitfield Masterplan
- Connaught Masterplan
Evidence Base
The Evidence Base consists of studies, plans and strategies
produced by the Council and other organisations on the main issues
and priorities facing the District. The evidence base supports the
polices contained in the Core Strategy and other documents which
form the Local Development Framework.
Annual Monitoring Report
In order to establish what is happening now in the District and
what may happen in the future, monitoring is an essential component
of the LDF process. This report is published annually in December
covering the previous financial year.
