Consultations on draft Open
Space Policies and Standards, Review of Play Area
provision and Shop Fronts and Signage within Conservation
Areas took place between 27 October and 22 December
2011. The consultation is now closed. The Council will
consider all comments received to determine whether changes should
be made before the documents are finalised.
Below is a copy of the Notice of
Public Consultation that has been placed in local newspapers, which
incorporates a statement of the representations procedure and
information on where and when the documents can be inspected.

Open Space
Draft
Open Space Policies and Standards are being proposed
for provision of accessible green space, outdoor sports facilities,
children’s play space and community gardens.
Draft standards are proposed for the provision of
accessible green space, outdoor sports facilities, children’s play
space and community gardens. Adoption of robust standards by
the Council would allow the additional need for open space arising
from new development to be assessed accurately and would help
to resist the loss of open space. A policy is also proposed
to provide a framework for applying the standards. These proposed standards are based on
local evidence with reference to national guidelines. In
addition, local consultation will help to ensure that the standards
and policy are appropriate for this district.
Review of Play Area Provision
Draft Review of
Play Area Provision 2012-2026 examines how the standards
proposed for play provision could be implemented. There are
currently 63 play areas across the district, of which Dover
District Council owns 22. The newly proposed standards have
been combined with an existing policy that identifies strategic and
non-strategic play areas. The document also provides a basis on
which they may be funded and maintained.
Shop Fronts and Signage with Conservation Areas Supplementary
Planning Document
Details of the proposed Supplementary Planning Document
(SPD) relating to Shop Fronts and
Signage within Conservation Areas.
This SPD sets out the design approach the District Council will
apply to planning and related applications for shop fronts and
signage within Conservation Areas.
The SPD provides detailed guidance and advice for applicants
submitting applications and includes information on:
- design of traditional shop fronts and related components;
- how to design new shop fronts that respect both the character
of the building and Conservation Area in which they are located;
and
- how to avoid designs that are not likely to be approved.

Local Development Scheme
The Local Development Scheme (LDS) is an essential part of the
LDF process. It is a public statement that identifies which Local
Development Documents (LDDs) will be produced and when.
The LDS has been updated to reflect
the completion of some of the Documents and new or revised areas of
work. The Site Allocations Document was already included in the LDS
but contents and timetable for preparing this Development Plan
Document (DPD) have now changed.

Deal Transportation and Flood Alleviation Model
A public exhibition was held at the Golf Road Community Centre
on Wednesday 5 October to update the community on progress on a
study of Deal and how it may develop in the future, and to seek
views on the work so far.
The study has reached the end of its first stage (Baseline
Report), which is to understand the current situation and set out
options for the next stage to test in more detail. Council officers
and the consultant team will be on hand at the exhibition to
explain and discuss the study and its initial findings. As the
study progresses through the next stages there will be further
opportunities for local people to become involved and contribute
their views.

Addendum to the Affordable Housing SPD
The adoption of the Core Strategy in February
2010 has reduced the threshold for the provision of affordable
housing. In line with Policy DM5, it is now a requirement for all
schemes of 5 units or more to make provision for affordable
housing.
This addendum to the SPD sets out the the
formula for securing financial contributions for affordable
housing from smaller schemes of 5 to 14 dwellings.
The addendum was adopted by Full Council on 27th July 2011. Any
application submitted after this date must be accompanied with a
Site Proforma to set out the financial contribution required.
