Affordable Housing SPD
The Council adopted ‘Delivering Affordable Housing through the
Planning System’ Supplementary Planning Document (SPD) on 3rd
September 2007. The document was adopted against Policy HS9 of the
Dover District Local Plan (2002). Its purpose is to alert
developers and landowners as early as possible to the scale and
need for affordable housing and to inform that planning
obligations will be sought to secure affordable housing in
connection with residential schemes of 15 or more dwellings. The
SPD will be applied across the district of Dover.

Addendum to the Affordable Housing SPD
The adoption of the Core Strategy in February
2010 has reduced the threshold for the provision of affordable
housing. In line with Policy DM5, it is now a requirement for all
schemes of 5 units or more to make provision for affordable
housing.
This addendum to the SPD sets out the the
formula for securing financial contributions for affordable
housing from smaller schemes of 5 to 14 dwellings.
The addendum was adopted by Full Council on 27th July 2011. Any
application submitted after this date must be accompanied with a
Site Proforma to set out the financial contribution required, if
affordable housing is not to be provided on site. This applies to
both new build properties and conversions.
