Additional Restrictions Grant phase 2

This grant is to assist businesses with their fixed costs for the period 2 December 2020 to 15 February 2021.

Fixed costs are regular costs that cannot be mitigated, cancelled or postponed, such as business rent, business insurance, utility bills etc, NOT household or employee costs.

This grant is NOT for loss of income – this is covered by the Government’s Self Employment and Furlough schemes.

Which business are eligible?

  1. All applicants from Additional Restrictions Grant phase 1
    Applicants DO NOT need to re-apply, a second payment will be made automatically.
  2. Businesses that do not qualify for the Government’s mandatory grant
    (Businesses that have a business rates account and have been forced to close by the Government are entitled to the Local Restrictions Grant (closed))
    These businesses must:
    1. have been active businesses on 4 November 2020
    2. have significant business-related costs (not including employee, personal or household costs)
    3. have suffered a significant drop in income due to the pandemic 
    4. be within State Aid limits
      The state aid limit is EUR 200,000 received over a three-year period which covers the current financial year, running from April 2020 to March 2021, and the two preceding financial years, plus EUR 800,000 received over the period March 2020 to December 2020. In some situations EUR 3 million received from March 2020 in relation to coronavirus support.

How much will businesses be awarded?

Business will be awarded according to the Rateable Value of the property:

How to apply

Applicants for the phase 1 grant do not need to re-apply as they will automatically receive the phase 2 payment.

Closing date for applications is 8 February 2021.

We will assess each application and the evidence received.  Rejected applicants can appeal by email to covidgrants@dover.gov.uk within one week of receiving a decision notification. These will be considered by the Council’s Chief Executive, whose decision will be final. The applicant will be notified of the  decision by email.
