Independent Persons

The Council invites applications from any person who wishes to take on the role of ‘Independent Person’ to assist it in its duty of promoting and maintaining high standards of conduct by Elected Members and co-opted Members for Dover District Council.

The Council is required by the Localism Act 2011 to put new procedures in place arrangements for handling complaints about the conduct of councillors. These procedures must include the involvement of at least one person independent of the Council, who will be called upon to attend a meeting and participate in discussions in most cases when a complaint is received in order to consider whether, and if so what, action should initially be taken, and also to be present and give their views during any formal hearing that takes place if it is decided to investigate a complaint.

We are looking for someone who has a keen interest in matters of probity and integrity in public life and who is independently minded, impartial and objective, possesses good communication skills and is able to work as part of a team.

The Independent Person will need to be able to devote time to the work as meetings will normally be held during the daytime.

In view of the requirement for daytime meetings it is the intention of the Council to appoint two Independent Persons to ensure that at least one would be available to be called upon to give a view on any given matter.

The role of the Independent Person is currently paid an allowance of £927 per annum.

The closing date for receipt of completed applications will be Friday 24 June 2022 and interviews are provisionally scheduled for the week commencing Monday 4 July 2022.

The appointment of the successful candidates, subject to ratification by the full Council, would take effect from 21 July 2022.
