Consultation: New PSPO for Dog Control

Order for Dog Control

The current Public Space Protection order (PSPO) for dog control came into force  on 27 July 2015. We are now proposing to renew the order, with amendments, for another three years. 

Summary of proposals

The proposals would make the following amendments to the existing PSPO:

Deal Promenade

Extend the dog on lead restriction area to cover green space and gardens at Sandown Castle. These gardens have been entered in the Britain in Bloom competition.

Dover Seafront

Remove the dog on lead restriction on the seafront gardens so dogs only have to be on a lead on the promenade. In addition to remove the dog on lead restriction beyond the last groyne where the promenade runs alongside the main road towards the Port of Dover.

Remove the dog exclusion restriction to the eastern end of the beach beyond the last groyne adjacent to the Premier Inn. This is a small stretch of beach which is covered when the tide goes in. Allowing dogs there provides space on the beach for dog owners away from the main bay.

St Margaret's Bay seafront

Remove the dog exclusion at point to the eastern end of the beach by the stairs. This permits dog walkers to go from St Margaret's beach to Kingsdown and vice versa without entering an exclusion area. This is marked by groynes restricting access to the remaining exclusion areas.

To extend the dogs on lead requirement in St Margaret's Bay to include the car parking area.

Dog Exclusions

The following enclosed  sites are to be added to the exclusion section of the PSPO

  • Victoria Park, Deal sports pitches
    These are the pitches sited to the rear of Tides Leisure Centre which are used for football matches
  • Aylesham & Snowdown sporting and Welfare Club recreation ground
    This includes a number of sporting pitches, MUGA (multi-use games area) and tennis courts
  • North Deal playing field area
    New play park
  • St Radigund's play area
    New play park off Barwick road in Dover
  • Aycliffe play area New play park
    New play park
  • Wingham recreation ground
    New multi-use games area (MUGA)
  • Freemens Way play area, Deal
    No longer exists so removed
  • Galahad Way play area, Whitfield
    New play park

  • Willingham Road play area, Whitfield
    New play park

Under the new proposals, the level of the fixed penalty notice will remain at £75 to be paid within 14 days.
