New Dover District Local Plan

We are in the process of producing a new Local Plan.  The Local Plan sets out planning policies and proposals for new development in the District over the period from 2020 to 2040. Once adopted, the Local Plan will replace the current suite of Development Plan documents

Timetable

Update 17th December 2020

 Cabinet’s decision to consult on the draft Local Plan (reg 18) was endorsed by the Scrutiny Committee on Monday 14th December 2020.

The LDS 2020 has now been adopted by the Council.

 Consultation will commence on 20th January for a period of 8 weeks.  

Please do not submit comments in advance of the consultation commencing. Any comments received before the start of the consultation will not be considered and will need to be re-submitted.

A dedicated Dover Local Plan website will be launched at the start of the consultation which will include the draft Local Plan and all other supporting information.

Timetable proposed in the LDS December 2020

  • Consultation on draft Local Plan (Regulation 18): January 2020 – March 2020 (8 weeks)
  • Review and finalise Local Plan: April 2021 - October 2021
  • Consultation on proposed submission version of the Local Plan (Regulation 19): November 2021 – December 2021 (minimum 6 weeks)
  • Submission of the Local Plan for Examination – February 2022
  • Local Plan Examination – June 2022
  • Adoption of Local Plan – February 2023

Update 9th December 2020 - Dover District Draft Local Plan Proposed Consultation (Regulation 18)

 The contents of the draft Local Plan and consultation approach were agreed by Cabinet on 7th December. The item is to be considered by the Council’s Scrutiny Committee at the meeting on Monday 14th December.  The consultation is due to commence on 20th January 2021, and will be open for a period of 8 weeks.

Update 30th November 2020

 The Local Development Scheme 2020 update, and the draft Local Plan (Regulation 18) are being considered at the Cabinet meeting of the 7th December 2020. Subject to their approval, it is proposed that consultation on the draft Local Plan (regulation 18) will take place from 20th January 2021 for a period of 8 weeks. Update May 2020

As a result of the current situation regarding COVID-19, the proposed consultation on the draft Local Plan (reg 18) which was planned to take place in June and July, will be postponed. We are currently considering the impact of the situation on the timescale and scope of the consultation and are continuing to monitor the government’s advice on the situation. We hope to carry out the consultation later in the year or early in 2021 and will keep this page updated with firmer proposals once these are known. The Local Development Scheme will also be updated in due course.

Housing and Economic Land Availability Assessment

The Council is currently undertaking a Housing and Economic Land Availability Assessment (HELAA) to support the preparation of the new Local Plan for the District.

The HELAA has been prepared in accordance with the government's methodology set out in the Planning Practice Guidance  https://www.gov.uk/guidance/housing-and-economic-land-availability-assessment
