The Self Build register for Dover has recently undergone a review and the results have indicated that more information is required from registrants on their local connection to the district and their financial capability to carry out a Self Build. 

To inform the Council on these issues and in accordance with The Self-build and Custom Housebuilding (Register) Regulations 2016. We are requesting all existing members to re-register, confirm their local connection to Dover District and their financial capacity to carry out a Self Build.  Everyone who re-registers will have their interest back dated to their initial registration.  To cover the administration costs of the register, all existing and new registrants will be required to pay a £30 registration fee and then after, a £15 annual renewal fee from the first of March (2021 onwards) after registration.

Those who meet the local connection and financial capacity requirements and have paid the registration fees will be placed on part 1 of the register.  All persons interested in Self Build but not meeting those requirements and have paid the registration fee will be placed on part 2 of the register. Part 1 of the register will then inform the Council of its the Self Build need.

How to apply for entry in the register

To register you need to meet the following eligibility criteria:

  • You must be aged over 18
  • You must be a British citizen, a national of an EEA State other than the United Kingdom, or a national of Switzerland
  • You must want to acquire a serviced plot of land to build a house to occupy as you sole or main home

Once we have received your completed form we will:  


  •  If the application is eligible, with both the Local Connectivity and Financial Capacity Tests having been processed, we will make an entry on Part 1 of the register. If applicants are only registering an interest in Self-Build and do not meet the requirements for Part 1 they will be placed on Part 2 of the register. 
  • If the application is not eligible, we will write to you to explain the reasons within 28 days of determining the application. If the application is from an association, we will only notify the lead contact as identified in the application

Option 1

5 Consecutive years of

Living within the Dover District 

2 of the following documents (one current and one older than 5 years) Utility bill, Bank statement, Mortgage statement, Tenancy agreement, P45, P60 showing address within the district. 
Option 2

Permanent, consecutive 12 Months Employment(with no more than 4 weeks break between employers) in the district to present that is due to continue

-          Same employer for 12 months  - Provide pay slips from over 12 Months ago OR recent P60 that covers the relevant period PLUS Most recent pay slip OR Letter from employer stating start date on headed company paper.

If you have had more than 1 employer in the district over the last 12 months. Please provide Payslips that cover the start and end dates for all employment or provided written references on company headed paper from each company stating your start and finish date. 
Option 3 Previous Dover District resident looking to return to the District. Must have lived in the district for more than 10 consecutive years within that last 20 years. 

-          Documents that show residency at the start and end of a 10 year period within the last 20 years.

-          Examples of documents  Utility bill, bank statement, official school documents, electoral records, Council Tax, P45, P60

Proof of parents residency in the form of the above documents during this time period may be considered if applicant was a under 18 within this time period. 
Option 4 Armed forces (Present or within the last 5 years)  Relevant military documents stating dates of service.

Proof of ownership of property to be sold  -eg: Utility Bill, Council Tax Statement, Tenancy Agreement (No older than 3 Months) AND Bank Statements that show any additional deposit indicated on AIP.

Agreement in Principle (AIP) from a Financial Advisor or Bank OR

Proof of ownership of the same property to be sold  - Utility Bill, Council Tax Statement, Tenancy Agreement (No older than 3 Months) AND Bank Statements that show deposit indicated on the AIP provided at Initial registration 
To prove you are initially financially solvent and then to show that your situation has not dramatically changed at renewal stage without having to request a new AIP annually
