I am writing to request information under the Freedom of Information Act 2000 regarding your organisation’s current or recent provision of training in the following areas:
- First Aid
- Fire Marshal
- Mental Health First Aid
- Health & Safety (including Manual Handling, Evacuation Chair, etc.)
For each of these training areas, I would be grateful if you could provide the following information, where available:
Type of Provision
1. Is the training delivered on an ongoing basis?
2. Delivered on an ad hoc basis?
3. Arranged through a formal tendering process?
Responsible Contact
4. Name, email, and phone number of the person responsible for organising or overseeing the training.
Training Providers
5. The current or most recent provider(s) used in the last five years.
Frequency and Value
6. Estimated number of sessions delivered annually.
7. Approximate annual cost or value of the training.
Contract Information (if applicable)
8. Start and end dates of any existing agreements.
9. Renewal or review dates.
10. Current status of the provision or contract.
Response
1. As follows:
- The corporate provision for first aid is provided on an ongoing basis. First required as part of job specific role is supplied by individual service areas and will be requalified on an ongoing basis
- Fire Marsh training is provided on an ongoing basis by an inhouse team
- There is a small corporate first aid mental health provision.
- Health and safety training is provided through a combination of in-house training , e-learning and where necessary external providers.
2. In-house training is delivered ad hoc and as required to service areas.
3. The value of any external training does not reach the threshold for a formal tendering process.
4. The information you have requested is exempt from disclosure under Section 40(2) of the Freedom of Information Act as the Council considers the names and contact details of individual members of staff to be personal data. The names of staff working in public authorities are personal data as defined by Article 4(1) of GDPR and also Section 3 of the Data Protection Act 2018 and the release of this data would contravene the data protection principles. The training provided corporately is managed by the Corporate Health and Safety Team who can be contacted at corporatesafety@dover.gov.uk

6. Corporately there are 20-30 sessions delivered annually. There are up to 10 corporate first aid training session provided every 3 years
