Request

I am writing under the Freedom of Information Act 2000 to request documentation relating to the proposed or completed sale or transfer of council housing on the St Radigunds Estate, Dover, during the period 1987–1990. There are reports online that this sale was proposed, but I am looking for confirmation as to whether or not it took place. 

Specifically, I would like to request:

  1. Council minutes, Cabinet/Committee reports or decisions that refer to the proposed or actual sale or transfer of approximately 130 council flats on the St Radigunds Estate to any housing association or registered social landlord.
  2. Any legal or financial documentation confirming completion of the sale or transfer, including the name(s) of the purchasing organisation(s), the number of dwellings transferred, and the date of completion.
  3. If available, any accompanying consultation or tenant ballot records relevant to the proposed sale.

Please also indicate whether the Council retains ownership of any part of the St Radigunds housing stock sold or proposed for sale during that period.

Response

The only information that the Council still holds are the Minutes of various Committees who considered this matter back in 1988.  Extracts from the following meetings are attached:

  • Council (Minute No. 749(2) page 356) - Disposal of The Piggeries site
  • Council (Minute No. 699 pages 332, 333, missing page 334)   - Decision in principle to dispose of 132 dwellings
  • Health and Housing Committee 30 March 1988  (Minute No. 1053 page 490, missing page 491) – Decision to not dispose of 132 dwellings
  • Council (Minute No. 359, page 182) – Decision to market properties 

The Council no longer holds any records regarding any legal, financial or consultation documents relating to this matter.
