Please provide the following information for each of the financial years (a) 2022/23, (b) 2023/24, and (c) 2024/25:

  1. Please provide details of how the council determines its charges or fees for Planning Performance Agreements.
  2. Please state the total income received by the council from Planning Performance Agreements in each of the last three financial years.
  3. Please confirm the number of major residential planning applications (those of more than 10 units):
    1. Received by the council in each of the last three financial years; and
    2. Determined under a Planning Performance Agreement in each of those years.
  4. Please provide details of average PPA charges in the 2024/25 financial year for sites of:
    1. Under 150 units
    2. 150-499 units
    3. 500-999 units
    4. 1,000 units +

Response

1. Usually, the number of Officer hours required is calculated based on the hourly rate of the individual staff members/roles required to provide input into the PPA on a cost recovery basis. Occasionally, generally on larger schemes, the costs is determined based on the cost of a percentage of officer time eg 50% of an officer’s time for a set period of time.

2. 2022/23 - £81,000; 2023/24 - £42,360 and 2024/25 - £81,813.76.  Please note that this income is before any costs such as costs of employing consultants to assist in PPA’s.

(b) 2022/23 – 0; 2023/24 – 2 and 2024/25 - 4.  Please note we also have several applications that have not yet been determined subject to PPA’s which were received in those financial years.

4. The Council does not hold this information as our PPA’s are not recorded separately under those sizes. The cost also varies widely depending upon whether external consultants are required.
