No.  The lights in Dover town centre are organised by Dover Town Council who can be contacted at https://dovertowncouncil.gov.uk/your-council/request-information/.  The lights in Deal town centre are organised by the Deal and Walmer Chamber of Trade and the lights in Sandwich by Sandwich Community Events.
