Live Broadcasts and Recordings of Meetings
Which meetings are broadcast?
The Council has agreed that a number of its Council, Cabinet and Committee meetings will be broadcast live through the Council's website using Microsoft Teams.
The meetings that will be broadcast are as follows:
- Council;
- Cabinet;
- Dover Joint Transportation Advisory Board;
- Electoral Matters Committee;
- General Purposes Committee;
- Governance Committee;
- Overview and Scrutiny Committee; and
- Planning Committee.
How do I watch live broadcasts of meetings?
To view a live broadcast of a Council, Cabinet and Committee meeting, there will be a link to view the live broadcast under the ‘Media’ heading on each Agenda page. The link will be added to each agenda page following the publication of the agenda and prior to the start of the meeting.
Occasionally, items on an agenda are not open to the press and public, whether that be in person or via the broadcast. In these circumstances the broadcast of the meeting will end.
When you have selected the meeting you want to view live, click on the link under the 'Media' section. You will then be presented with two options:
- View using Microsoft Teams
- Watch on the web instead.
If you do not have Microsoft Teams installed, then press or click on 'watch on the web instead'.

What happens after the meeting has ended?
Once a live broadcast has ended, the recording will no longer be accessible via Microsoft Teams on the Agenda page. However, this does not mean that you cannot access the recording of a broadcast meeting. Recordings will be added to the Council's YouTube channel. In usual circumstances this will be within 2 working days of the meeting. However, there may be circumstances where it will take longer.
How do I watch recordings of meetings?
To view a recording of a Council, Cabinet and Committee meeting, this will be made available on the Council's YouTube channel (@doverdc). Meetings are available to view for a period of 180 days after the meeting. The decision to retain the recordings for 180 days was made by the Council with effect from 9 July 2025. For all meetings broadcast before this date the retention period was 30 days. Recordings will be deleted at the end of their retention period.

Rights to Report Meetings
The Council's Constitution under Part 4 Access to Information Procedure Rules, sets out your rights in respect of the reporting of meetings as follows:
While a meeting is open to the public any person is permitted to report on the meeting. For these purposes report means filming, photographing or making audio recordings of proceedings at the meeting; using any other means for enabling persons not present to see or hear proceedings at the meeting as it takes place or later or reporting or providing commentary on proceedings at the meeting orally or in writing.
These rights are subject to the Openness of Local Government Bodies Regulations 2014 and the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012.
Data Protection
- Where a meeting has been broadcast via the Council’s website a recording of that broadcast will generally be available for viewing on-line for a period of 180 days (this was with effect from 9 July 2025, for all meetings prior to that date the retention period was 30 days) from the close of the meeting. In normal circumstances this would be within 2 working days of the meeting. However, there may be circumstances where it will take longer.
- The broadcasts and recordings are the copyright of the Council and may not be copied, displayed or published to the public, adapted or dealt with in any other way restricted by the Copyright, Designs and Patents Act 1988.
- The Council will not make available copies of the recordings either in whole or in part other than in compliance with a legal requirement arising under The Freedom of Information Act 2000, UK GDPR, The Data Protection Act 2018 or some other enactment, rule of law or direction of a court or tribunal which is binding on it.
- Dover District Council is a Data Controller under GDPR. During this live broadcast, if you are participating in the meeting your personal data will be processed. Some of the meetings will be recorded and retained for viewing for 180 days (unless the meeting was broadcast prior to 9 July 2025 which were only retained for viewing for 30 days) on the Council's YouTube channel. Your information will be handled securely and confidentially in compliance with data protection legislation.
