Local Cycling and Walking Infrastructure Plan (LCWIP)

Local Cycling and Walking Infrastructure Plan (LCWIP)

Sustrans (a charity making it easier for people to walk and cycle) is working with Dover District Council to develop a Local Cycling and Walking Infrastructure Plan (LCWIP).

The LCWIP is a district wide plan which seeks to connect people and places across the district with safe and accessible routes for everyone. This will help Dover achieve its targets on carbon neutrality whilst improving air quality, health and the economy.

In 2020, Sustrans completed the 'four towns review' of our major settlements. In-person events were then held on Monday 13 May (2:30pm – 6:30pm) and Tuesday 14 May (10am – 1pm) at St Mary’s Church Parish Centre, Dover.

In 2025 a public consultation took place asking residents, businesses and other stakeholders for their views on audited routes and other comments on cycling and walking in the Dover District. The following documents are available on our consultation portal.

  • Aylesham Town Audit
  • Deal and Walmer Town Audit
  • Dover Town Audit
  • Sandwich Town Audit
  • LCWIP Master Report

The Local Cycling and Walking Infrastructure plan (LCWIP) process helps maximise the impact of projects, by identifying local cycle and walking improvements that may benefits other modes of active travel.

The key outputs of LCWIPs are:

(a)           A network plan for walking and cycling which identifies preferred routes and core zones for further development.

(b)         A prioritised programme of infrastructure improvements for future investment.

LCWIPs are normally a 10-year strategic approach to cycling and walking improvements. They form part of the Government strategy to increase the number of trips made on foot or by cycle.

The documents set out a review of the existing networks and provides a narrative which supports the identified improvements on the network.

Now that the six-week consultation has concluded, Full Council have approved that the LCWIP be adopted at their meeting in November 2025.

Following adoption, further funding will be requested from the Active Travel Team at Kent County Council via the Active Travel England Fund for future route feasibility and design work of routes

The delivery of any new routes proposed within the LCWIP will need a feasibility study, design study and public consultation before any measures or routes are implemented.
