Removal of BT Telephone Kiosks

Dover District Council has been asked to provide feedback to BT on BT’s proposal to remove four Telephone Kiosks within the Dover District.

With that in mind the Council would like to get feedback from local communities about the proposals. That community feedback can then be incorporated into the Council’s response to BT. 

Why do BT want to remove Payphones?

Overall use of payphones has declined by over 90% in the last decade and the need to provide payphones for use in emergency situations is diminishing all the time, with at least 98% of the UK having mobile coverage.  This is important because as long as there is mobile network coverage, it’s possible to call the emergency services, even when there is no coverage from your own mobile network provider.

How can a community keep a red phone box?

This is a great opportunity for local communities, councils and charities, to adopt their red phone box and make it an asset for everyone to enjoy.  People across the country are using them for everything from defibrillators to foodbanks. Dover District Council have recently held a public consultation requesting feedback from the community regarding the proposed removal of telephone kiosks, set out below. This consultation closed on the 30th of April 2021. The Council has taken all comments into consideration and the first notice of the decision and the reasons are set out in the table below. Comments can be made on these decisions up until the 12th of June 2021, at this point the Council must make the final decision which will be sent to BT.

If you wish to comment on multiple Telephone Kiosks please complete individual surveys. 

Please note: BT require a "reasonable justification" for an objection to removing the telephony not the Kiosk as this can be adopted by the community. Please see below BT’s examples of reasonable justifications for objection:

  • No mobile phone reception from any operator
  • In an accident black spot area
  • In a suicide black spot area
  • Phone box is within 400 metres of the coast
  • There is “reasonable need” for the phone box as defined by BT i.e.  - It is the only payphone within 800 metres; AND the payphone was used at least 12 times in the last year (see attached list for usage figures); AND there are more than 500 households within 1k of the phone box (all three must apply)
