We are committed to delivering an ambitious programme of new council housing which will see the highest number of new council homes built in a generation in the Dover district.
One of our aims is to provide at least an average of 200 additional council homes (new builds and acquisitions) each year (800 in total over the term of our Corporate Plan 2023 to 2027).
We also want to support those who would like to own their own home but cannot afford to buy outright by facilitating an increased programme of affordable home ownership schemes.

Whiteberry Way, Cross Road, Deal CT14 9ZQ
We have purchased 12 new homes at Cross Road, Deal, comprising a mix of 2 and 3-bedroom properties. Eight of these will be available to buy through the shared ownership scheme, while the remaining homes will be added to our housing stock and let at affordable rents.

Easole Street, Nonington CT15 4HF
This new development was completed in autumn 2025 and delivers six new homes, including 1-bedroom and 2-bedroom flats let at affordable rent. There are also two 2-bedroom houses, which will be sold through the shared ownership scheme.

Sholden Meadows, Deal CT14 0FU
We purchased 39 new homes at Sholden Meadows in Deal, offering a mix of 1, 2, 3 and 4‑bedroom properties.
Ten of these homes will be available for purchase through our shared ownership scheme, while the remaining properties will become part of our council housing stock and will be let at affordable rent.

Cavell Square, Deal CT14 9HP
This new site in Deal was completed in September 2025 and includes four 2‑bedroom bungalows, purchased with support from Homes England funding. These homes have now been added to our housing stock and will be let at social rent.

Artemis Gardens, Sholden CT14 0FL
We purchased homes from this new development in the village of Sholden. We bought seven homes at the site, including five properties for shared ownership and two homes for affordable rent.

Wingfield Place, Deal CT14 9ZP
This site in Deal was completed in September 2024 and provides 48 affordable homes, purchased by us with support from Homes England funding.
All of the properties have been added to our housing stock, with 38 let at social rent and 10 offered through the shared ownership scheme. The development includes a mix of 2 and 3‑bedroom houses.

Foxborough Close, Woodnesborough, Sandwich, CT13 0NP
This site of previously unused land completed in July 2023 and now provides a pair of 3-bedroom semi-detached family homes let at affordable rents. Both properties are owned and managed by us.

Napchester Road, Whitfield CT16 3JD
This site in Whitfield was completed in March 2023 and provides 26 new affordable homes for local people charged at affordable rent.
The development is made up of of 1 and 2-bedroom flats as well as 2, 3 and 4-bedroom houses and one 5-bedroom house which has been designed to provide accommodation for a household with some additional support needs. Two of the 1-bedroom flats are also wheelchair accessible. All the properties are owned and managed by us.

Walter Hammond Close, Dover, CT16 2JW
This site was completed in January 2023 and provides us with 16 new studio flats.
The homes are let at social rent and provide interim accommodation for local people facing homelessness. This project forms part of our ongoing commitment to develop our own interim housing, helping to reduce reliance on B&B placements.

Elizabeth Carter Court, Deal, CT14 9BJ
This development site was completed in August 2022 and provides eight 1-bedroom flats with open plan living.
The new homes are let at social rents and provide interim housing for local people facing homelessness.

Jute Fields, St Richards Road, Deal CT14 9ZL
This development on St Richards Road in Deal completed in April 2022 and is made up of of two 2-bed shared ownership houses, and two 2-bed and two 3-bed houses for affordable rent. All six properties are owned and managed by us.

William Muge and Snelgrove, Harold Street, Dover CT16 1SD
This development offers a high‑quality mix of shared ownership, affordable rent and open‑market homes.
The two buildings are situated on the former William Muge House and Snelgrove House across Leyborne Road, Harold Street and Godwyne Road.
On the former William Muge site, there are 29 shared ownership apartments and three open‑market properties. On the former Snelgrove site, there are nine open‑market properties and 24 apartments for social rent. The 24 social rent homes are owned and managed by us.

Ottaway House, Folkestone Road, Dover CT17 9SD
This development of eight flats was completed on January 2021 and is owned by us. The homes are let at affordable rents and provide interim housing for local people facing homelessness.
The project was funded with the support of the Homes England 'Move On Fund' and forms part of our commitment to develop our own interim housing to reduce the reliance on B&B accommodation.

George Close, Capel-Le-Ferne CT18 7UB
We purchased nine properties at this new development. Three of the houses bought are for shared ownership and six houses are for affordable rent.
