We teamed up with Walk Wheel Cycle Trust (previously Sustrans) to develop a Local Cycling and Walking Infrastructure Plan (LCWIP).
LCWIPs set out a long-term approach to improving walking and cycling networks. They support the Government’s aim to increase the number of journeys made on foot or bicycle.
Our LCWIP is a district-wide plan which aims to connect people and places with safe and accessible routes for everyone. This will help us achieve our targets on carbon neutrality while improving air quality, health and the economy.
The LCWIP process helps us identify where investment will have the greatest impact, including improvements that support wider active travel.
The key outputs are:
- a network plan for walking and cycling which identifies preferred routes and core zones for further development
- a prioritised programme of infrastructure improvements for future investment.
Development of the LCWIP
In 2020, Sustrans completed the 'four towns review' of our major settlements.
In 2025, a public consultation took place asking residents, businesses and other stakeholders for their views on audited routes and improvements to cycling and walking in the Dover district.
This fed into the production of the LCWIP which was adopted in November 2025. You can read the document below.

Next steps
Following adoption of the LCWIP, further funding will be requested from the Active Travel Team at Kent County Council via the Active Travel England Fund for future route feasibility and design work.
The delivery of any new routes proposed within the LCWIP will need a feasibility study, design study and public consultation before any measures or routes are implemented.
