  1. Do you currently offer the LA Flex scheme/programme? 
  2. Do you have a copy of the requirements/ criteria within your area in your Statement of Intent? If so, could you provide all of the eligibility criteria's  
  3. Do you currently work with a pool of energy assessors who are Trademark registered, and if so, do you allocate the work to the pool of assessors? 
  4. If you work with a pool of assessors, what is the process to be registered as an assessor? 
  5. If we were to identify people within your area that qualify, are we able to reach out and advise we have potential candidates? 
  6. Do you identify people within your area who may qualify and contact them to advise they qualify? If not... is there a potential avenue for us to contact those clients in accordance with the relevant GDPR and  
  7. Do you have a pool of clients in which energy assessments of this nature are needing to be assessed?  
  8. Do you currently work with a pool of installers/delivers of the required services, and if so, is this something we can apply to be on the procurement?

  1. Yes (ECO Flex and The Great British Insulation Scheme Flexible Eligibility).
  2. Yes, DDC’s Statement of Intent details the flexible eligibility criteria and it is published on DDC’s website at Statement of Intent for ECO4 and Great British Insulation Scheme Flex (dover.gov.uk)
  3. No, DDC’s procured contractor carries out the energy assessment.
  4. Not applicable
  5. No, data sharing agreement would need to be in place to be able to share and identify potential candidates within the district.
  6. No,  we do not identify potential residents who may qualify within our area due to current GDPR restrictions around accessing personal income/benefit data, however we do target potential properties within the district, using open source data such as Energy Performance Certificate (EPC) and Index of Multiple Deprivation (IMD) data.
  7. No, Residents who meet criteria are referred to the procured contractor who then carry out an energy assessment at the property.
  8. The Council works with one contractor who has been through the necessary procurement processes and are contracted to deliver the ECO4/GBIS scheme, therefore we are not currently looking to onboard any additional installers.
