1. How many disabled parking bays are there in Dover District? 

2. How many of these disabled bays are located on residential streets, within Dover District? 

3. Please provide a list of these on-street disabled bays within Dover District:

(a) Street name

(b) Qty of bays within each street

(c) The date each disabled bay was installed

(d) What TRO (Traffic Regulation Order) and/or parking restriction there is applied to each disabled bay. Confirm if the disabled parking bay is open to public use or if it is only for a specific resident.

(e) What are the penalties and fines for parking in these disabled bays unauthorised.

4. Are there any new disabled on-street parking bays planned to be installed within the next 5 years? If so, please provide the list of these, as per the above point.

Response

1. There are 49 on-street disabled parking bays in the District.  The Council does not hold an accurate and up to date figure of disabled bays on residential streets.

3. In respect of (a), (b) and (c) I can confirm that the Council holds some information falling within the description specified in your request in respect of street name, quantity of bays within each street and the date each disabled bay was installed but it is not readily available and from our preliminary assessment, we have estimated that the cost of complying with this part of your request would exceed the ‘appropriate limit’.   The appropriate limit has been specified in regulations and for Local Government it is set at £450. This represents the estimated cost of one person spending 2½ working days in determining whether the information is held, locating, retrieving and extracting the data. I regret therefore, that on this occasion I must refuse this part of your request in accordance with Section 12(1) of the Freedom of Information Act.

(d) 'Valid Blue Badge Holders Only' restriction applies to all On-Street Disabled Persons Parking Bays (DPPB's).  All On-Street DPPB's are open to all Blue Badge Holders. There are no specific user bays.

(e) £70, reduced to £35 if paid within 14 days.

4. The Council does not hold this information as applications are dealt with on request from residents of the district.
