I would like to know who pays for the monthly unblocking of sewer pipes that are constantly blocked up at Swift Crescent, Sholden ( Persimmon development) that are totally inadequate for the amount of housing

The Council does not hold the information you have requested as we do not hold records of who maintains sewer pipes.  Kent County Council, as the highway authority, may be able to provide this information and they can be contacted at freedomofinformation@kent.gov.uk.
