Request

  1. The total number of Penalty Charge Notices (PCNs) issued at Deal Castle Car Park during the last three full calendar years.
  2. The number of PCNs issued at Deal Castle Car Park to English Heritage members who did not obtain a free parking timestamp or ticket.
  3. The total number of appeals and cancellations relating to these PCNs, specifically where the motorist stated they were an English Heritage member.
  4. Confirmation of whether any signage, parking instructions, or free-parking requirements for English Heritage members at Deal Castle Car Park have changed during this period.

Response

  1. 2022 – 188; 2023 – 296 and 2024 – 251.
  2. The Council does not know until somebody appeals if they are an English Heritage (EH) member but can only assume by the cancellation code used on the appeals below, that they were members.
  3. 2022 - 188 issued, 36 cancelled (25 of those were EH members); 2023 - 296 issued, 75 cancelled (62 of those were EH members) and 2024 - 251 issued, 52 cancelled (31 of those were EH members).
  4. The following changes came into effect on 24 January 2022: (f) To introduce a 3-hour maximum stay, with no return within 3 hours and (g) English Heritage members must obtain a free 3 hour pay and display ticket from the ticket machine and display alongside their valid English Heritage membership sticker, in order to qualify for free parking within Deal Castle car park.
