Request

  1. How long has the Council been aware that a person is living in a tent inside the above bus shelter at the Belgrave Road stop in Folkestone Road, Dover? 
  2. As a result of the tent taking up all of the bus shelter space it cannot be used as a bus shelter that is for people waiting for a bus!  What remedial action has the Council taken to resolve the situation? 
  3. If no action taken to date what action does the Council intend to take to resolve this situation? 
  4. Please provide copies of all communications between the Council and third parties, police, social services etc, about this person occupying this bus shelter.

Response 

  1. It has been known to the outreach services since late August 2025. 
  2. The Council's Community Safety Officer has on two occasions raised the matter of bus stop obstruction and moving to an alternative location. There is no legal remit to enforce so verbal negotiation undertaken.   
  3. The Community Safety Unit have been working closely with outreach services to provide support and referral mechanisms along with homelessness services to ensure support is offered.  
  4. This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act as it is considered personal data.  Personal data is defined by Article 4(1) of GDPR and also Section 3 of the Data Protection Act 2018 and the release of this data would contravene the data protection principles.
