1. When was planning permission granted for the installation of these permanent structures on the highway? 
2. If planning permission was not given was this because it was not required or because it was not applied for? 
3. If planning permission was granted for these to be installed, please supply copies of the planning applications and the copies of what was granted? 
4. If planning permission was granted when was this? 
5. Please clarify, do all permanent structures on the highway require planning permission or are there exceptions?

1. The cycle hubs did not require planning permission. 
2. They were installed under permitted development rights. 
3. Planning permission was not required. 
4. Planning permission was not required. 
5. Each case would need to be considered individually as it would depend on what was being installed.
