I am writing to request information under the Freedom of Information Act 2000 regarding your organisation’s current or recent provision of training in the following areas:
- First Aid
- Fire Marshal
- Mental Health First Aid
- Health & Safety (including Manual Handling, Evacuation Chair, etc.)
For each of these training areas, I would be grateful if you could provide the following information, where available:
Type of Provision
- Is the training delivered on an ongoing basis?
- Delivered on an ad hoc basis?
- Arranged through a formal tendering process?
- Responsible Contact
Name, email, and phone number of the person responsible for organising or overseeing the training.
Training Providers
The current or most recent provider(s) used in the last five years.
Frequency and Value
- Estimated number of sessions delivered annually.
- Approximate annual cost or value of the training.
Contract Information (if applicable)
- Start and end dates of any existing agreements.
- Renewal or review dates.
- Current status of the provision or contract.
Response
The Corporate Health and Safety Team organises training for the first aiders in the main council offices. The refresher is organised every three years and new first aiders are trained when needed. These are a small number of first aiders (approximately 10) so there is no contract in place with a provider. We find the best price locally from known providers when training is needed. We often use public course due to the limited numbers.
This is provided in house by the Corporate Health and Safety Team
The Council invested in training a number of Mental Health First Aiders a few years ago, their training is due to be renewed. There is no contract in place, and we will be looking for a new provider later this year. The value is such that it is unlikely to require a tender process.

The Council has an e-learning system provided by ‘The Access Group’ that provides a wide range of courses including for H&S. This contract runs January 2028 at cost of £28,450. H&S courses include include:
- Display Screen Equipment and Workstation Safety
- Lone working
- Manual handling
- Slips, trips and falls
- Stress awareness
- COSHH
- Fire safety
- Health and Safety Introduction
- Asbestos awareness
- Legionella
- Noise Awareness
- Office Safety
All staff are required to complete:
- Induction Safety – on starting.
- Fire Safety – annually.
- Office Safety, Slips trips and falls, Manual Handling, Display screen equipment – Every 2 years.
- Stress Awareness every 3 years.
Other eLearning course are completed depending on the work activities undertaken.

Training budgets are delegated to service areas and where necessary training will be sources locally and training undertaken by individual services is not centrally recorded.
