  1. Please provide information on how many homes in your jurisdiction are classified as: Private Rented Sector (PRS) properties.
  2. Regarding the housing stock of PRS properties, please provide the following information: 
    1. The number of Electrical Information Condition Reports (EICRs) carried out in privately rented homes that have been submitted to you over the last four years.
    2. The number of Classification Code C1 and Classification Code C2 observations recorded within any EICR, in the last four years, per year.
    3. The number of remedial works carried out on these properties as a result of the EICR outcome.

Response

  1. The Council does not hold this information.
  2. There is no duty for landlords to systematically supply EICRs to the Council. Upon a written request from the Private Sector Housing Team, a landlord must supply an EICR within seven days, this is not something we regularly do or have done routinely.  In most circumstances, we just ask for sight of it, rather than holding a copy.  In cases, where we do hold a copy, a search of approximately 1,000 private sector housing files would need to be checked to see whether the information is held.  As this information is not readily available and from our preliminary assessment, we have estimated that the cost of complying with your request would exceed the ‘appropriate limit’.   The appropriate limit has been specified in regulations and for Local Government it is set at £450. This represents the estimated cost of one person spending 2½ working days in determining whether the information is held, locating, retrieving and extracting the data. I regret therefore, that on this occasion I must refuse thiss part of your request in accordance with Section 12(1) of the Freedom of Information Act.
