This is a request for information under the Freedom of Information Act 2000. Please provide the following information regarding the Council's contract(s) and operational relationship with Kingdom Services Group Ltd (or any of its subsidiaries/divisions providing environmental enforcement services).
1. Contract Overview and Valuation
Please confirm whether the Council currently holds an active contract with Kingdom Services Group Ltd for environmental enforcement, litter patrol, or similar services.
If a contract is in place, please provide:
The total financial value of the contract.
The start date and the scheduled expiration date of the current contract (including any options for extensions).
2. Performance and Enforcement Statistics (5-Year Breakdown)
For each of the last five financial years (or the last five calendar years, depending on how data is held), up to and including the most recent available data, please provide a annual breakdown of:
The total number of Fixed Penalty Notices (FPNs) issued by officers employed by Kingdom Services Group on behalf of the Council.
A specific breakdown of these FPNs by offence type (e.g., littering, dog fouling, spitting, breach of Public Spaces Protection Orders, etc.).
Could you also provide the revenue for each year brought in by these Kingdom issued FPNs.
Can I also ask for the total number of formal and informal complaints recorded against Kingdom Services Group officers acting on behalf of the Council (including, but not limited to, complaints regarding officer conduct, aggressive behavior, or wrongful issuance).
3. Policy and Document Disclosure
Please provide copies of the following documents, policies, or operational frameworks currently in effect:
Revenue-Sharing Arrangements: Any policy documents, contract clauses, or schedules detailing the financial model or incentive structures between the Council and Kingdom Services Group (e.g., proportion of FPN revenue retained by the contractor vs. the Council, "pay-per-FPN" models, or minimum targets).
Body-Worn Video (Bodycam) Policy: The policy, guidelines, or operational instructions governing the use of body-worn cameras by Kingdom Services Group officers while operating in the Council's jurisdiction.
Training Procedures: Training manuals, guidance documents, or procedural policies provided to Kingdom Services Group officers regarding enforcement protocols, public interaction, and the legal thresholds for issuing FPNs.
