Request
Under the Freedom of Information Act 2000, I would like to request information relating to anti-social behaviour (ASB) and hate incidents within Dover District Council's council-owned or council-managed social housing.
Please provide the following data for each of the last five financial years (or calendar years, if this is how the information is recorded).
Note: I am only requesting this data where it can be retrieved via automated reports or extracted from central databases. If any specific breakdown requested below (e.g., average time to close, or protected characteristics) requires a manual review of individual case files, please omit that specific metric and provide the remainder of the data:
- The total number of reports of anti-social behaviour (ASB).
- The total number of reported hate incidents or hate crimes, broken down by protected characteristic where this information is held (for example, race, religion, disability, sexual orientation, transgender identity, or other categories used by the Council).
- A breakdown of ASB reports by category, where recorded (for example: noise nuisance, neighbour disputes, harassment, intimidation, vandalism, drug-related activity, or any other classification used by the Council).
- The number of ASB cases:
- Opened during each year;
- Closed during each year; and
- Remaining open at the end of each year.
- As of the date this request is processed, the total number of ASB cases that remain open.
- A breakdown of currently open ASB cases by the length of time they have remained open, if recorded (for example: less than 3 months, 3–6 months, 6–12 months, 12–24 months, and more than 24 months).
- The number of hate incidents or hate-related ASB cases that remained open at the end of each financial year and the number currently open, if this information is held.
- The average time taken to close ASB cases in each year, if recorded.
- The number of ASB cases that resulted in formal enforcement action, including, where recorded: Written warnings; Acceptable Behaviour Contracts (or equivalent); Civil Injunctions; Possession proceedings; and Evictions.
Furthermore, please provide:
- Copies of the final, finalized Annual ASB Performance Reports (or equivalent high-level annual summaries) produced for senior management or council committees in each of the last five years. (Please exclude ad-hoc internal statistics, draft documents, emails, or daily/weekly operational management dashboards).
- Any formal reports or audits produced during the same five-year period recording compliance with the Regulator of Social Housing's Neighbourhood and Community Standard as it relates to ASB case management.

The Council does not have access to data prior to 2024 when a new system was installed, so the data for the years 2021, 2022 and 2023 is only what is currently held and does not accurately reflect what may have been reported/dealt with.
As at the date of your request, we have 73 cases open. The oldest was opened on 11 May 2024 and the latest was on 10 July 2026.
The Council does not hold any Annual ASB Performance Reports or any formal reports or audits as it relates to ASB case management
