Adopted Development Plans
The current planning policies for the Dover district are set out in the Statutory Development Plan which is made up of the following documents:
This document was adopted in March 2025. Local Development Scheme (LDS) sets out the scope and timetable for the production of local development documents, such as local plans and supplementary planning documents, that the Council intends to produce over the next three years.
The Dover District Local Plan was adopted on 16th October 2024. It replaced the Core Strategy (2010), the Land Allocations Plan (2015) and ‘saved’ policies in the Dover District Local Plan (2002).

Worth Neighbourhood Plan
The Worth Neighbourhood Plan was made part of the Development Plan on the 28 January 2015. The Worth Neighbourhood Plan sets out the vision for the future of Worth and contains policies to guide the future development of this Neighbourhood Area.

Ash Neighbourhood Plan
The Ash Neighbourhood Plan was made part of the Development Plan on the 15 September 2021. The Ash Neighbourhood Plan sets out the vision for the Ash Parish and contains policies to guide the future development of this Neighbourhood Area.

KCC Minerals and Waste Local Plan
Kent County Council's Minerals and Waste Local Plan sets out a vision and strategy for mineral provision and waste management in Kent. Kent County Council adopted the Kent Minerals and Waste Local Plan 2024-39 on the 13th March 2025 this along with the Kent Mineral Sites Plan 2020 and the relevant District/Borough Local Plans form the Development Plan for Kent.

The Areas of Archaeological Potential (AAPs) on the Local Plan Policies Map have been replaced by Archaeological Notification Areas (ANAs).
The ANAs have been created by KCC and comprise archaeological information that has been mapped to advise applicants and DDC planning teams on the type of applications that require archaeological input and when to consult KCC’s Heritage Conservation team.
The grades of consultation are as follows:
- Do not consult KCC
- Consult KCC on Major planning applications or equivalent only (including reserved matters)
- Consult KCC on planning applications involving 1 - 9 new dwellings or equivalent, or is Major application (including reserved matters)
- Consult KCC on all planning applications involving groundworks (including reserved matters)
- Consult KCC on all planning applications
These grades help streamline the planning process by focusing consultation efforts where archaeological interest is most likely.
The Adopted Local Plan is available to purchase at a cost of £50 for local residents and £70 for non residents including postage.
