Building Safety Levy

From 1 October 2026, developers of new residential buildings in England may be required to pay the Building Safety Levy, unless exempt.

The levy will support the government's programme to remediate unsafe buildings and improve building safety.

Local authorities in England will be collecting the levy payments as the Collecting Authority. The levy is directly linked to the Building Regulations process.


What this means

Full plans applications, initial notices and higher-risk building applications for work that creates at least one residential property or one bedspace in purpose-built student accommodation must include levy information. Applications may be rejected if this information is not provided or in the case of initial notices, must be rejected.

If the levy is not paid, we will withhold the completion certificate or reject the final certificate.

Affordable housing, supported housing and any housing built by non-profit registered providers (or their wholly-owned subsidiaries) is exempt.
