Infrastructure Funding Statement 2024-25

Chapter 3: S106 expenditure between 1 April 2024 to 31 March 2025

Money spent (including transfers)

The dashboard sets out the infrastructure provided with the S106 funds spent or internally transferred during the monitoring period and which developments the payments came from. The total amount spent during 2024 to 2025 is £1,262,743.61

 

For the purposes of this report, the definition of ‘spent’ includes all S106 fund that have been transferred out of the S106 account, and either transferred externally to Kent County Council (KCC) or used to pay for Invoices or transferred internally to teams within the Council to use for the projects identified.

KCC are required to record all infrastructure funding received from Local Planning Authorities within the county, this is reported through their own Infrastructure Funding Statement, which is available on their website.

Internal transfer of S106 contributions to DDC teams

The following sets out the summary of projects being delivered by the Council using S106 funding.

Affordable Housing

Wingfield Place, Deal: £484,500.00 has been transferred to our Housing Team, towards the build of 48 affordable properties which was completed in September 2024.

Green Infrastructure

Tree Planting – Victoria Park, Deal: £15,000 has been transferred to DDC Parks and Open Spaces team to supply and plant 10 new heavy standard trees in Victoria Park as an enhancement and contribution to the Town Centre. The Parks team will identify appropriate locations within the park to accommodate 10 new trees. This is expected to take place in November/December 2025.

Open Space

Play Zones: North Deal, Buckland, and Elms Vale: £334,187.93 has been transferred to the Communities team to refurbish the four MUGAS (subject to planning):

  • Elms Vale –– 3G – football use - Floodlights to be added
  • Buckland – Tamacaden surface – Floodlights upgraded
  • Aycliffe – Tarmacaden – Floodlights to be added
  • North Deal – Tarmacaden – Floodlights to be added

 

Open Space and Sports Provision - Markewood Recreation Ground: £40,280.07 has been transferred to DDC Parks and Open Spaces team to replace poor quality, insecure, equipment storage facility at Marke Wood to enable purchase of new grounds maintenance equipment that will be used to raise and increase the standard of pitch provision.

Community and Sports Development

Dover Christ Church Academy – 3G pitch

Following a transfer of contributions to Dover Christ Church Academy last year, a further £167,848.89 of S106 funds has been transferred to the school for upgrading and enhancing sports facilities, by adding a 3G pitch. Work is expected to be completed in January 2026.

External transfers

KCC: Over £60K has been transferred to KCC to be spent on projects specified in the S106 agreements. 

Parish/Town Councils: A total of £19,796.81 has been transferred to Parish/Town Councils towards Open space provision in their area.

 

Money borrowed, repaid and returned

During 2024 to 2025 reporting year no S106 funding was spent on repaying borrowed money.

The Council has not returned any S106 funding to developers during 2024 to 2025 for a failure to perform obligations set out in any S106 agreement.
