Blue Badge parking

If you have a disability or a health condition, you may be able to apply for a Blue Badge to help you park closer to your destination.

Blue Badges are issued by Kent County Council.

Where in the district can I park using my Blue Badge?

Dover District Council car parks

  • Park free of charge for up to three hours or the maximum stay allowed
  • You may use any bay, including specially-marked wide disabled parking bays
  • Do not park on double yellow lines within car parks.

On-street parking

  • Park without time limit and free of charge in pay and display areas and limited waiting areas

Remember to always display your Blue Badge with the expiry date visible and set your parking clock to show your arrival time.

Note: Charges may apply in non-council car parks. Check the tariff boards for details.


Can I park on a yellow line with my Blue Badge?

  • Yes, you may park on a single or double yellow line for up to three hours. You must display your clock with the time of arrival.
  • Parking on double yellow lines in a car park is not permitted.
  • Only stop and park on a restriction if it safe to do so and you do not cause an obstruction to other road users.
  • You must not park on a yellow line that has a loading restriction in place (yellow kerb blips).
  • You must not park in designated parking bays other than a disabled bay, for example, a police bay, taxi bay, loading bay (unless you are loading/unloading) or bus stops.

My Blue Badge was displayed, why did I receive a Penalty Charge Notice?

  • If you park in a disabled bay or a time-limited bay, you must display your Blue Badge with the expiry date clearly visible.
  • If the expiry date is hidden or obscured, you may get a Penalty Charge Notice (PCN) as it is not possible for the civil enforcement officer to see if the badge is valid or not.
  • On yellow lines (single or double), Blue Badge holders can park for up to three hours, but not on yellow lines in car parks. You must display both your Blue Badge and your parking clock showing your arrival time. If the clock isn’t displayed, a PCN will be issued.
