We provide parking permits for essential care providers who are delivering key services in the district. This includes doctors, nurses, midwives, health visitors, carers and social workers.
When carrying out community duties, such as visiting patients, the permit allows care providers to park without paying or following time limits in restricted areas:
The permits cover:
time limited parking zones
on-street pay and display areas
designated doctors' bays (for doctors only)
These permits cannot be used in Dover District Council car parks and are not valid when the vehicle is parked outside the normal place of work.

The permit may be used on yellow lines, but only in cases of an emergency and not where there are curb markings, indicating a no waiting/loading area.
The permit is only valid for the vehicle specified.
Permits are only available for cars, motorcycles (with or without) sidecar and light vans not exceeding 3,500 kgs in weight, 5.55m long, 2.5m high or 2.1m wide excluding wing mirrors.
We operate a virtual permit scheme where you can have two registrations on a permit, but only one car can use the permit at any time. You will need to log into your account and tick whichever vehicle needs to be covered by the permit on any particular day.
If you break any of the Traffic Order conditions (available to view at our offices in Whitfield during working hours), your permit will become invalid and be withdrawn.
The purchase of a permit does not guarantee the availability of a parking space.
Our permit system will send you a reminder one month before your permit expires, however it is your responsibility to renew the permit.
To qualify for a permit, vehicles must be taxed and have a current MOT. If a vehicle is found to not be taxed or have a valid MOT, the permit may be withdrawn or refused.
We may refuse to issue permits to anyone with three or more unpaid Penalty Charge Notices that haven’t been appealed.

To apply, you will need to set up a My Permits account and then complete an application form, supplying proof that you carry out community work either for the NHS or other agencies.
