We can help with a range of applications and requests to help you manage parking, improve access and make it easier for you to park.
Some requests will need to be dealt with by Kent County Council (KCC) as the highways authority, but we will let you know when this applies.
Applications and requests
Access highlight markings - also known as dog bones - are white 'I' shaped lines, painted onto the road to draw attention to a driveway or access to land/property.
The lines have no legal standing but are useful in preventing the persistent obstruction of driveways and entrances to properties.
Access highlight markings can only be installed across the front of dropped kerbs along sections of roads where there are problems with parking.

A bay suspension reserves one or more parking spaces on a road or in a car park for works, events or house removals. This service is only available on roads with formal parking restrictions, such as limited waiting, residents’ parking or pay-and-display areas.
You can apply for a change to a parking restriction in the district.
The application needs a reasonable level of support for us to review it, which means you need to give the details of neighbours or other residents who are in favour of the suggested change.
We recommend you also speak to your ward councillors to see whether they would be prepared to support the request.
Because changes to Traffic Regulation Orders require time and consultation with residents and councillors, we usually review parking restrictions once a year. All requests received during the year are considered and any approved proposals go to public consultation early the following year.
If you have a Blue Badge and need to park closer to your property, you can apply for a disabled parking bay. There is no charge for a disabled parking bay application.
We enforce existing dropped kerb restrictions, but we do not process applications for new dropped kerbs or access.
If you wish to build a parking space, hardstanding, garage or drive at your council home, you will need our written permission.

Most public roads and adjoining paths in the Dover district are adopted highways, maintained by Kent County Council, and are open for public access.
However, some areas are non‑adopted and are owned by Dover District Council. Access to these areas requires permission.
A Vehicle Access Licence is needed for requests such as:
- constructing a driveway and installing a dropped kerb to the rear of a property where the access leads onto a council‑owned garage forecourt
- building an access road across council‑owned open space or green space between a property and the highway
- works requested as part of planning permission that require access over council‑owned land.
