Roles and responsibilities - housing services
The head of housing oversees our housing service, which includes:
- tenancy management
- income recovery and tenancy support
- housing allocations
- strategic housing
- the delivery of our housing programme.
They also oversee our homelessness prevention and relief service, which is a corporate function. The head of housing represents the council at a senior level externally, such as the Kent Housing Group, Homes England, the Housing Ombudsman and the Regulator of Social Housing.
The housing operations manager is responsible for managing our housing, including:
- tenancy and client service, including tenancy management and anti-social behaviour
- tenancy sustainment service
- customer transaction service
- independent living schemes.
The role also represents the council in some of the sub-groups in the Kent Housing Group, and as a representative with the Housing Ombudsman.
The housing manager for income and systems is responsible for managing our:
- housing income collection and arrears recovery service
- money and benefit advice service
- housing management systems
The strategic housing manager is responsible for:
- overseeing the development of our housing strategies and policies
- overseeing the affordable housing enabling service
- delivering our tenant engagement service
- leading on our preparation for regulatory inspection.
The role also represents the council in the Housing Strategy and Enabling Group, a sub-group of the Kent Housing Group (KHG), and is a member of the Rural and Community Housing Enabling Service.
The senior development officer is responsible for:
- leading on the delivery of our affordable housing programme
- working with the housing development team to bring forward sites for development.
The role also represents the council externally with Homes England.
The housing options manager is responsible for managing our:
- homelessness prevention and relief service
- housing options and housing advice service
- allocations of social housing and monitoring of the housing register
- lettings and management of council and privately owned temporary housing
- asylum seeker resettlement programmes funded by central government.
The role also represents the council in the Kent Housing Options Group, a sub-group of Kent Housing Group (KHG) and the Kent Homechoice Project Board.
Roles and responsibilities - property assets
The head of property assets oversees our corporate and housing revenue account (HRA) property portfolio, and therefore their time is split between both areas. With regards to housing, they oversee our:
- compliance workstreams
- responsive maintenance (including Voids)
- planned maintenance
- overall stock condition.
The head of property assets also represents the council at a senior level externally, such as at the Kent Housing Group, the Housing Ombudsman and the Regulator of Social Housing.
The property services manager is responsible for managing our:
- compliance workstreams
- responsive maintenance (including Voids)
- planned maintenance
- overall stock condition.
